Assurance Wireless is the second largest and the fastest growing national Lifeline Assistance cell phone carrier operating in the United States. Assurance Wireless currently provides free government cell phones in 29 states and the District of Columbia. Virgin Mobile, a subsidiary of Sprint Nextel, oversees the Assurance Wireless program.

The Assurance Wireless program offers eligible users a free cell phone and 350 free local or long distance minutes and unlimited text messages every month (for the first four months customers receive 500 free minutes a month). If 350 minutes is not enough time, users are free to pay a small monthly fee (not required) to purchase up to 750 additional minutes a month. Fees for additional voice minute and text service are:

Additional Minutes:

  • $5 for an additional 250 voice minute package
  • $20 for an additional 750 minute and 1,000 text message package
  • 10 cents per minute with no package

In order to qualify for the Assurance Wireless program, you should first determine if Assurance Wireless is currently available in your state, review the eligibility requirements for your state, fill out an application, and submit the application with any supporting documentation necessary.

Assurance Wireless is able to provide free cell phones and cell phone service to over a million Americans every month, because of a government subsidy Virgin Mobile receives from the federal government. The federal government through the Universal service Fund gives Virgin Mobile 10 USD per subscriber per month to cover the cost of the free cell phone service. Virgin Mobile receives an additional subsidy from the government to cover the cost of the cell phone (about 10-15 USD). However, Virgin Mobile must cover advertising and administrative costs that they incur promoting and overseeing the Assurance Wireless program.

Virgin Mobiles’ goals aren’t restricted to just altruism. They make additional money from users who buy optional cell phone minutes and text messaging services. Their ultimate goal, however, is to retain Lifeline Assistance program users and transfer them to more lucrative plans when their financial situation improves. Of course there is not a mandatory aspect of the free cell phone program.

If your Assurance Wireless application is based on income eligibility, you must provide a copy of last year’s state or federal income tax return or three consecutive months of your most current pay stubs, Social Security benefit statements, Veteran Administration benefits statements, retirement benefits statement, divorce decree or child support document, or unemployment/workers Compensation benefits statement.
